Youth democratic forces (MODES) of Mogilev – is a movement uniting public organizations,informal groups and young people which are not indifferent to the future of our country.
The idea of creating MODES (Youth democratic forces) appeared in autumn 2006. After presidential elections in Mogilev appeared many young people who wanted to participate in democratization of the country. These are mostly small initiatives of youth which were moved towards active actions by events in March 2006. Many of informal leaders of new groups were participants of events at the Square in Minsk 19-25 March 2006. Apart from this existing youth organizations received many new activists. Some of these initiatives did not trust the existing political parties. This young people had much enthusiasm and desire for action, but did not have experience and knowledge. There also were problems due to shortage of resources, human as well, and knowledge for executing the ideas. Then an idea of organizing a cooperation and mutual help of youth democratic forces, for overcoming existing organizational problems. Though the structure of the union appeared not at once because there existed contradictions in its structure. During the first half of 2007, through common actions, MODES was forming. At primary stage the role of leader and resource center was played by already existing «Center of youth initiatives». With its support in 2007 MODES made many common events, some of which received wide resonance in society: resurrection of council house in Mogilev, independence day and other. By the end of summer 2007 MODES was finally formed and structured. By decision of youth organization MODES is a confederation of youth organizations and initiatives in which each organization or initiative doing common event or activity remains mostly independent. This form of union preserves competition among organizations, which leaves the latter stimulus for development. Operational decisions are made by the council of MODES, consisting of delegated members of each organization or initiatives and as associated members representatives of «Centre of youth initiatives». Decisions in the council are made by consensus. Council plans activity for a certain period of time, each organization makes its propositions. Decisions of the council are executed by all members of MODES. Nevertheless each organization keeps right to do independent activities, or invite one or several organizations. But in such activities organization cannot use MODES resources. As a rule it is made by organizations either doing actions directed to their own development or when the proposition is not supported by consensus by the council of MODES. During preparation of action the responsible side becomes chairing, and the chairperson is not necessary the leader of the organization, it could be any member of the responsible side.
This form of organization is used for the first time and has certain advantages. First – in difference to a coalition a confederation allows to keep independence of youth organizations, which gives stimulus for self-development of separate organizations. Second – belonging to a big youth movement gives feeling of unity and participation in a big event. It is especially important for small organizations and stimulates their development. Third – MODES forms leader’s qualities in members and enhances feeling of responsibility in decision making process and their execution.
At present MODES consists of seven youth organizations: Youth BPF, campaign “Jeans for freedom”, Mogilev Young Liberals, Student initiative of Mogilev University, student union, student right defense center, "the Drop of Life”, Young Belarus.
